Cannabis compliance monitoring for multi-state operators: a practical checklist

Multi-state operators lose licenses for missed rule changes far more often than for deliberate violations. A monitoring routine is cheap insurance. Here is a checklist you can adopt this week.
Ownership
- One named owner per state license (not "the compliance team").
- A backup owner for vacation coverage.
- A single shared channel where all regulatory notices land.
Sources (per state)
- The regulator's rulemaking page (proposals and adoptions).
- The regulator's bulletins / guidance page.
- Enforcement announcements.
- Licensing and fee notices.
- Track-and-trace system announcements (METRC or the state's equivalent).
Cadence
- Real-time or daily: enforcement and anything marked effective immediately.
- Weekly: proposed rules — log comment deadlines.
- Monthly: reconcile the log against each regulator's site to catch misses.
What to log for each item
- State, regulator, date published, effective date, comment deadline (if any).
- Link to the primary source.
- Which licenses / facilities are affected.
- Owner, action taken, close-out date.
Automating the intake
